Chapter 1 General Provisions
Article 1 (Purpose)
The purpose of these Terms and Conditions is to stipulate the terms and conditions and procedures for the use of all services (hereinafter referred to as "Services") provided by this institution on its website.
Article 2 (Definitions)
The definitions of terms used in these Terms and Conditions are as follows:
1. User: A person who receives services provided by this institution in accordance with these Terms and Conditions.
2. Service Agreement: An agreement concluded between this institution and the user regarding the use of services.
3. Registration: The act of completing a service agreement by filling in the required information on the application form provided by this institution and agreeing to these Terms and Conditions.
4. Member: A person who has registered as a member by providing personal information required for membership registration on this site.
5. User ID: A combination of English letters and numbers selected by the user and approved by this institution for member identification and service use.
6. Password: A combination of English letters, numbers, and special characters set by the user for the protection of member information.
7. Termination of Use: An expression of intent by this institution or a member to terminate the service agreement after using the service.
Article 3 (Effectiveness and Amendment of Terms and Conditions)
If a member does not agree to the amended Terms and Conditions, they may request withdrawal (termination) of membership. If a member continues to use the services without expressing an intention to refuse within 7 days from the effective date of the amended Terms and Conditions, they shall be deemed to have agreed to the changes.
① These Terms and Conditions shall become effective upon their posting on the service screen, the notice board, or by other means.
② This institution may amend the contents of these Terms and Conditions if deemed necessary. The amended Terms and Conditions shall be announced on the service screen, and if a member continues to use the services without expressing an intention to refuse within 7 days after the announcement, they shall be deemed to have agreed to the changes.
③ If a user does not agree to the amended Terms and Conditions, they may discontinue service use and cancel their membership registration. If they continue to use the services, they shall be deemed to have agreed to the changes, and the amended Terms and Conditions shall become effective in the same manner as described in the preceding paragraph.
Article 4 (Applicable Regulations)
Matters not specified in these Terms and Conditions shall be governed by the provisions of the Framework Act on Telecommunications, the Telecommunications Business Act, and other relevant laws and regulations.
Chapter 2 Service Use Agreement
Article 5 (Formation of Service Agreement)
The service agreement shall be formed upon this institution's acceptance of the user's application for use and the user's agreement to the contents of these Terms and Conditions.
Article 6 (Application for Use)
Applications for use can be made by users recording their personal information on the membership application form required by this institution, accessible through the member information screen of the service.
Article 7 (Acceptance of Application for Use)
① Unless there are special circumstances, this institution shall accept the service application if the member accurately completes all items on the application form.
② Acceptance of use may be denied in the following cases:
1. When the application is not made under the applicant's real name.
2. When the application is made using another person's name.
3. When false information is provided in the application for use.
4. When the application is made with the purpose of disturbing public order or undermining public morals.
5. When other application requirements set by this institution are not met.
Article 8 (Amendment of Contract Details)
Members must amend any changes to the information provided during the application for use. The member shall be responsible for any problems arising from failure to make such amendments.
Chapter 3 Obligations of Contracting Parties
Article 9 (Obligations of this Institution)
This institution shall not disclose or distribute a member's personal information, known in connection with the provision of services, to third parties without the member's consent. However, this shall not apply if there is a request from a state agency in accordance with the provisions of laws such as the Framework Act on Telecommunications, if there is a purpose for criminal investigation, or if there is a request through procedures stipulated by other relevant laws and regulations.
Article 10 (Obligations of Members)
① Members shall not engage in any of the following acts when using the services:
1. Illegally using another member's ID.
2. Reproducing, publishing, or providing information obtained from the services to a third party.
3. Infringing upon the copyrights of this institution, third parties, or other rights.
4. Distributing content that violates public order and morals.
5. Acts objectively deemed to be related to criminal activity.
6. Other acts that violate relevant laws and regulations.
② Members shall not engage in commercial activities using the services, and this institution shall not be responsible for any results arising from such commercial activities.
③ Members may not transfer or donate their right to use the services or other status under the service agreement to others, nor may they provide it as collateral.
Chapter 4 Use of Service
Article 11 (Obligations of Members)
① Members shall be responsible for the maintenance and management of their emails, bulletin board posts, registered data, etc., as needed.
② Members may not arbitrarily delete or modify data provided by this institution.
③ Members shall not register content on this institution's website that violates public order and morals or infringes upon the copyrights or other rights of third parties. Should such content be posted, the member shall bear full responsibility for any resulting consequences.
Article 12 (Management and Deletion of Posts)
For efficient service operation, this institution may limit members' memory space, message size, retention period, etc., and may delete content without prior notice if it falls under any of the following categories:
1. Content that slanders or defames other members or third parties.
2. Content that violates public order and morals.
3. Content deemed to be related to criminal activity.
4. Content that infringes upon the copyrights of this institution, third parties, or other rights.
5. When a member posts obscene material or links to obscene sites on this institution's website or bulletin board.
6. Content deemed to violate other relevant laws and regulations.
Article 13 (Copyright of Posts)
The copyright of posts belongs to the original poster, and members may not commercially use materials posted on the service, including processing or selling information obtained through the service.
Article 14 (Service Hours)
As a general rule, the service is available 24 hours a day, year-round, unless there are special operational or technical impediments. However, this shall not apply in cases of scheduled maintenance or other similar reasons.
Article 15 (Responsibility for Service Use)
Users shall not engage in acts such as hacking, linking to obscene sites, or illegal distribution of commercial software using the service. This institution shall not be responsible for any business results, losses, or legal actions by relevant authorities arising from violations thereof.
Article 16 (Suspension of Service Provision)
Service provision may be suspended in any of the following cases:
1. Unavoidable circumstances due to construction, such as maintenance of service facilities.
2. When a telecommunications carrier, as defined by the Telecommunications Business Act, suspends telecommunications services.
3. When system inspection is required.
4. Other cases of force majeure.
Chapter 5 Termination of Agreement and Restriction of Use
Article 17 (Termination of Agreement and Restriction of Use)
① If a member wishes to terminate the service agreement, the member must submit a termination request via the internet, and this institution shall take action after verifying the member's identity.
② If a member engages in any of the following acts, this institution shall notify the user of its intention to terminate the agreement at least 30 days prior to the termination action and provide an opportunity for the user to state their opinion.
1. When another person's User ID and password are stolen.
2. When the operation of the service is intentionally disrupted.
3. When a false membership application is submitted.
4. When the same user registers multiple times with different IDs.
5. When content that violates public order and morals is distributed.
6. When acts that damage another person's reputation or cause disadvantage are committed.
7. When a large amount of information or advertising information is transmitted with the purpose of disrupting the stable operation of the service.
8. When computer virus programs that cause malfunction of information and communication facilities or destruction of information are distributed.
9. When the intellectual property rights of this institution, other members, or third parties are infringed.
10. When another person's personal information, User ID, and password are illegally used.
11. When a member posts obscene material or links to obscene sites on their own homepage or bulletin board.
12. When deemed to violate other relevant laws and regulations.
Chapter 6 Miscellaneous
Article 18 (Prohibition of Assignment)
Members may not assign or donate their right to use the services or other status under the service agreement to others, nor may they provide it as collateral.
Article 19 (Damages)
This institution shall not be liable for any damages incurred by members in connection with services provided free of charge, except for damages caused by the institution's willful misconduct or gross negligence.
Article 20 (Disclaimer)
① This institution shall be exempt from responsibility for service provision if it is unable to provide services due to natural disasters, war, or other equivalent force majeure events.
② This institution shall be exempt from responsibility for damages caused by unavoidable reasons such as maintenance, replacement, regular inspection, or construction of service facilities.
③ This institution shall not be responsible for any service usage disruptions caused by a member's fault.
④ This institution shall not be responsible for any profits a member expects to gain from using the services or for damages resulting from materials obtained through the services.
⑤ This institution shall not be responsible for the reliability, accuracy, or other content of information, data, or facts posted by members on the service.
Article 21 (Jurisdiction)
In the event of a lawsuit arising from disputes related to service use, the court having jurisdiction over the location of this institution shall be the exclusive court of jurisdiction.
